President Abraham Lincoln and Congress were preparing for the
challenges the nation would face after the war. Lincoln issued
the Emancipation Proclamation on January 1, 1863, making the
end of slavery one of the Union's goals. But that left many
questions. How would slavery end? What would happen to newly
emancipated African Americans? What rights would they have-
and how would those rights be protected?
2 During the Reconstruction era, three amendments were added to
the Constitution to try to answer these questions.

3 The Emancipation Proclamation set the nation on the path to
complete abolition, but it also had serious flaws. First, it was an
order issued by the president during wartime, so its legal
authority was uncertain once peace was restored. Also, it only
applied in states that were rebelling. While thousands of
enslaved African Americans escaped to Union lines and freedom,
