William Penn was an English colonist, son of politician Sir William Penn. He is mostly responsible for the establishment of the colony of Pennsylvania. Penn was also a Quaker, and an advocate for various liberal policies that influenced the way Pennsylvania was developed.

Several of Penn's values and ideals were adopted when the Constitution of the United States was drafted. Penn was one of the first advocates for the union of all the colonies. He also supported many democratic principles, such as participation and religious freedom. He was also a pacifist.
