I remember, from taking World History in 7th grade, that the textbook mentioned the Qin Dynasty giving out incredibly harsh punishments for… basically any infraction of the laws. People living under such harsh rule will live in fear. They will want to escape. As soon as a group of soldiers rebelled to avoid being punished for being late simply because they'd been caught in the rain, they found that everyone joined in to help.

Coincidentally, this was after Shi Huangdi died. Did people respect him enough to hold back or something…?
