I’m not sure about the “Explain using evidence from the text” since it wasn’t provided but I have an answer from background knowledge, not sure if this helps.

When the air pressure is higher in the south, the warmer air pushes north (US) and keeps the cold Arctic air in the Arctic. Other times the air pressure is higher in the Arctic so the cold air moves south.
