Both formal and informal norms are rules of conduct that govern life in society, regulating the conduct of individuals within acceptable parameters with the whole of society.
Now, both types of norm have a fundamental difference between them: while formal norms arise from the normative power of the government, through a formal legislative process, informal norms arise from custom and repetition on the part of individuals.
Thus, examples of a formal norm are the laws issued by Congress, such as tax laws; while with respect to the informal norms are social customs, such as not spitting on the public highway.
Therefore, the formal rules, in the event of non-compliance, will have a punishment from the government (prison, fines, etc.), while the informal ones will only suppose a social punishment.
