3. Factories should be located far-away from the monument because the pollution caused by them can harm the monument.
4. Scratching ir scribbling on the walls should completely be banned and there should be high penalty if someone breaks the law.
5. Some cultural or social awareness programmes should be initiated to make people realise about the importance of the imortance of these historical structures.
6. There should be a strict schedule for visiting hours.
7. Some cleaning programmes can also be started to clean the monuments.

Do you have more info about it ? i doubt this is the answer because i don't have all the information but if trouble was brewing in a clinic maybe it was an argument as to which clinic was better or smth of that nature
