a. overall, the greek civilization was less concerned about religion in the persian empire, so religious tolerance was largely unnecessary.
b. the best persian empire contain many conquered peoples with different beliefs and cultures, while the greek civilization consisted of inthe greek religion included the worship of many gods, so greeks already had an unofficial policy of religious tolerance i did not need to make an official one.
