Why did franklin roosevelt’s federal emergency relief administration give grants to states, even though it cost more than giving money to individuals?

Federal Emergency Relief Administration or FERA’s main goal was to alleviate household unemployment by helping local and state governments to create new unskilled jobs. This program was created be Herbert Hoover and was used to be known as Emergency Relief Administration. It was later on named by the Roosevelt Administration as the Federal Emergency Relief Administration (FERA).
