constitution gives congress the power to
(1) “make rules for the government and
regulation of the land and naval forces; …”
(2) “regulate commerce with foreign nations, and
among the several states, and with the indian
tribes; …”
(3) “lay and collect taxes, duties, imports and
excises,…”
(4) “make all laws which shall be necessary and
proper for carrying into execution the
foregoing powers,…”
