Examine these two seemingly contradictory claims. From Lincoln’s first Inaugural Address: I have no purpose, directly or indirectly, to interfere with the institution of slavery in the States where it exists.

From the Emancipation Proclamation: . . . all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free . . .
