this is simply a matter of opinion, in my opinion, no. The reason being that from his point of view the banks favored the wealthy and he wanted to change that as he was very proud of being a "common man" and not coming from a wealthy family and as a westerner, he feared the expansion of eastern business interests and the draining of specie from the west. As he ordered the money be put in smaller state banks known as "pet banks", these pet banks lent out money to poor farmers, who could not pay the money back.
