1. Sets limits on the government: Think about the separation of powers between the federal and state government

2. Denies absolute or arbitrary power: Think about the separation of powers within the three branches of government. For example, he president has control of the military, but not the military budget. That is the duty of Congress, and therefore it would be hard for the president to control the military with no money or funds therefore "checking" the president's power to act arbitrarily with the power and might of the US military. What other ways limit or check power?
