The whole point of communism is that citizens do not own property individually, but rather that the whole state owns all of the property. Sometimes, communist states do have elections, but often these elections are not terribly fair and are conducted as a kind of political theater that is not meant to elect new leaders. 

Communism does give control to one leader. Theoretically, that leader would be a Dictator of the Proletariat. In practice, however, communist governments end up investing control not only in a dictator but also in a number of other leaders in the particular country's Communist Party.
