What happened after republican judges took control of the texas court of criminal appeals in the late 1990's?

Throughout much of its history, the Texas Court of Criminal Appeals has been accused of excessive convers for legal technicalities that benefit convicted Criminals. Governor Bill Clements appointed the first African American to the Tx Court of Criminal Appeals. the Republican Party won the majority of the seats on the Texas Supreme Court.  

the big stick policy was to still look powerful, and be nice at the same time. the big stick policy was also to countries who were at war, find peace with eachother.

the dollar diplomacy was to expand american business and get it to latin america, for that would be good for the economy.
