Despite the legal segregation, were african americans readily hired after executive order 9980?

Well Even though the Congress passed the Executive Order 9980, allowing African Americans into the workforce, racism was still in effect. President Truman wanted to desegregate everyone because he found from his Committee on Civil Rights found that discriminatory practices pervaded Federal agencies. With that evidence, President Truman issued the order. Truman appointed heads of each department or agency responsible.  Within a year, eighteen agencies had desegregated, and some agency heads that had not cooperated were removed from their positions.
