Pennsylvania (1842) involved in the kidnapping of fugitive slaves.  "Popular sovereignty" was the belief that settlers to a territory should decide for themselves whether or not to permit slavery. 1842 - A slave had escaped from Maryland to Pennsylvania, where a federal agent captured him and returned him to his owner.
