I would say that Dwight Eisenhower used presidential emergency powers to help desegregate Little Rock Arkansas schools so that he wouldn't have to wait for a lengthy debate in congress to hopefully allow him to take such an action. His action would be bolstered by the post civil war US constitution that outlawed racial discrimination in the US.
