Why are the republican reconstruction governments of the south categorized as reforming governments?

The  expanded  of  education  facilities was the  reason  why republication  government of the south   was  categorized  as  reforming  government.The  expanded  facilities  of   education  allowed  African  American  to   enjoy  right  to  education.They  also  established  a  board  of health that  offered  fee  medical  cardigan.
