After WWII, Germany was to pay the Allies, in reparations, US$23 billion worth in machinery and manufacturing plants. This was discussed in the Potsdam conference held between 17th July and 2nd August 1945.

The United States conducted a program known as Operation Paperclip. This operation is a program wherein they vigorously harvest all technological and scientific learnings as well as patents of discoveries made by leading German scientists. The United States and other Allies not only demanded for "intellectual reparation" but also for "reparation labor" where German POW and civilians were forced to do labor.
