What issues divided the continental congress as it developed a plan for a federal government?

Members of the Continental Congress disagreed over voting which makes it one per state of base on population, and over who should control the western lands which makes it as an issue that divides the Continental Congress while developing a plan for the national government.

i would say the executive branch is because the executive branch is in charge of enforcing the laws and judicial branch is in charge of enforcing but the executive branch is most responsible for it all so i would have to say the executive branch.
