The Northwest Ordinance set a precedent for other western territories by establishing the requirements needed in order to become a US state.

The Northwest Ordinance outlined a series of requirements that a territory must meet in order to become a state. These requirements included:

1) Having a governor appointed by the US federal government when the territory only had a few settlers.

2) Create a state legislature.

3) Developing a state constitution.

4) Having a population of at least 60,000 free people.

The requirements outlined would allow for the creation of six different states in the midwest US.
