His essential quality was his mastery of speech. He was a superb orator and knew how to speak and what to speak about which enabled him to get many of his ideas passed in congress and to get support of the people. This was especially seen regarding tariffs and the federal reserve act. His use of words was also instrumental in the war effort since the people disliked joining world war 1 but he managed to gain support from the public through his speeches about the tyranny that's going on in Europe and how it needs to be stopped.
