Did the civil rights act of 1866 and the civil war amendments adequately address racial inequality after the civil war? why or why not

The Civil Rights Act of 1866 stated that all citizens are equal and should be protected by the law. This addresses the racial inequality the blacks feel even after slavery is abolished. The law protects the African American's right to equality. The 13th Amendment abolished slavery, the 14th says all Americans are citizens, and the 15th says that all male citizens can vote. This addresses the racial equality and tries to fix it. These laws are made by people who believe that all people should be equal
