This was a program of the u. s. government during wwii which provided allies with war material while keeping the u. s. from actively engaging in combat.

The program is known as the Lend-Lease Act (aka Cash and Carry policy).

Through this program, the US was able to provide Allied powers (like France, Britain, and China) with war materials in order to increase their chances of success in World War II. Even though this policy helped favored the Allied powers, it still helped America to remain "neutral" at the beginning of World War II. This was because this deal involved no soldiers or US servicemen being involved in the fighting. Rather, we were just providing the weapons/technology needed to other countries.
