What was the distinguishing characteristic of president eisenhower's "new look" in defense policy in the 1950s?

The new president, and first republican president after the great depression,reduced spending on maintaining a large army  and favored the  making of nuclear arsenals. This cut the military budget a great deal and was one of the ideas that led to the growth of the economy by six digits in his administration.
