Why did the japanese often experience such high casualty rates during world war ii?

In WWII Japanese Infantry were usually armed with Arisaka family bolt action rifles. Bolt actions have a significant limitation in combat as you can only shoot once before having to load another bullet into the chamber. The Japanese were facing U.S. infantry armed with the standard issue semi-automatic M1 grand. In combat, it came down to U.S. infantry having more modernized weaponry compared to the Japanese. Another factor of their casualties was fire bombing from U.S. planes burning entire areas to the ground. The most effective of these campaigns was the fire bombing of Tokyo as part of Operation Meetinghouse.

The U.S. aircraft would literally burn entire areas-ashes to ground. During the U.S. campaigns, the most effective happened to be a firebombing on Tokyo-It was a part of the Operation Meetinghouse.

The Japanese government also issued suicide attacks. 

The Japanese government created these culture encouraging suicide attacks, opposed to surrendering. It was to show as a part of having an honorable samurai death.
The Banzai charges had mixed ratios of effectiveness. Some were able to overwhelm small enemies, but they suffered mass casualties when attacking larger, superior forces.
