Which group was charged the highest rates by the railroads during the late 18th century

During the 18th Century, farmers were charged extremely high prices to carry their produce. They later formed unions after much ignorance i.e., the Grange that considered the railroads to be the farmers chief enemy.
Grange united farmers after much ignorance from the republicans and democrats that resulted in the farmers joining labour groups in 1892 to form the Peoples Party. The farmers and unions were able to largely gain when they became strong in reforms supported by both republicans and democrats.
 The railroads greatly impacted where journeys took fewer days, they also carried large amounts of raw materials to factories. The railroads further created jobs, goods and better living standards of living or people.
