Mexican americans were against by some of the alphabet agencies.

Discriminated--During the Great Depression whites and blacks were provided opportunities but Mexicans were pushed out of the country and not offered programs. 

Mexicans were pushed in and out of the US. During the depression they experienced high levels of discrimination and though many were citizens or had been in the US for generations, they were pushed back to Mexico. This opened up farming jobs for American citizens. When World War II began, they would be recruited back into the country to resume farming jobs.
