Because during a crisis there can be many physiological and psychological effects. For example during a hurricane or an earthquake or any other crisis for that matter. There are people injured and you have to know how these people are feeling and what they are going through. You have to assess any physical damage to their bodys and have to cope with them psychologically because there interpretation of the situation is different.
