The Terry Stop (also known as an

“Investigative Detention” or “Stop and

Frisk”) is the authority to conduct an

investigative detention and frisk of a

criminal suspect. It is arguably the most

significant piece of case law evolution

supporting officer safety and proactive

patrol and investigation in the twentieth

century. When properly applied, it

permits law enforcement officers and

agents to interdict a crime before it occurs

and allows them to protect themselves

from a potentially deadly assault in the
