Local police department morale has been weakened by a series of incidents, primarily involving the actions of one officer. This male officer is accused of overreacting to comments from citizens, committing physical abuse and stalking a woman he met while issuing a traffic citation. Some of the officers are divided over the seriousness of the alleged offenses because of their knowledge regarding past actions of some of the accusers. As the captain in charge of human resources, how would you initiate an internal investigation, or not?
