Năm 1995 anh t có nhận chuyển nhượng từ ông B quyền sử dụng một mảnh đất 80m2 .mảnh đất này là một phần thửa đất mà ông B đang sử dụng ,hai bên xác lập bản thỏa thuận chuyển nhượng trong đó có điều khoản ghi rõ ông B là bên chuyển nhượng phải cung cấp đầy đủ các giấy tờ cần thiết cho anh T là bên nhận chuyển nhượng và tạo điều kiện để anh gt làm thủ tục đề nghị cấp giấy chứng nhận quyền sử dụng đất và sang tên trước bạ .bản thỏa thuận này đã được UBND xã xác nhận. Năm 2016 anh T làm thủ tục đề nghị cấp giấy chứng nhận quyền sử dụng đất nhưng ông B gây khó khan không chịu làm thủ tục tách diện tích đã báo cho anh T và yêu cầu anh T phải trả them tiền cho ông thì ông mới cho làm thủ tục .Nếu anh T không phải trả theme tiền cho ông B chỉ đồng ý làm thủ tục cho anh với diện tích là 50m2.
