of criminal negligence.
There are always safety precautions that can be put into place in almost any situation; failing to exercise property safety is criminal.
because it puts innocent bystanders at risk.
This was not criminal act; although unfortunate, the neighbor who cut down the tree was attempting to provide a service and had
no intention of damaging the vehicle or any other property.
Whenever property is damaged, someone is responsible and must be charged with an offense ranging from vandalism to property
damage.
