The President’s Commission on Highway Safety, along with the National Research Council released a report, “Accidental Death and Disability: The Neglected Disease of Modern Society” in 1966, documenting six areas severely lacking in emergency care: (1) no treatment protocols; (2) few trained medical personnel; (3) inefficient transportation; (4) lack of modern communications and equipment; (5) the abdication of responsibility by political authorities; and (6) the lack of research evaluating pre-hospital care.
