Can someone make a summary in their own words of this article?: When a Cypress Hills elementary school moves into a brand new building this fall, parents hope other nearby overcrowded public schools can move into the old building.

That isn't going to happen, Education Department officials said this week.

Instead, the charter school Achievement First East New York will expand and use PS 65's Richmond St. building for its upper grades - sparking outrage among parents and local officials.

"The expectation was that that school would remain a school for public school children. [PS 65] should go to Cypress Hills children," said Councilman Erik Martin Dilan (D-Cypress Hills.) "They are trying to pit ... residents against one another and I find that to be unacceptable."

Cypress Hills' public schools have been overcrowded for years. PS 108 on Linwood St. doesn't have a library because it's needed as a classroom. The school even had to turn away some kindergartners last fall, said a source - and had to bus some children to an annex until last year.

"I had struggled for years for a new building for PS 65, but my goal is not completed," said PS 65 PTA President Mariose Rodriguez during a charter school hearing this week. "I was struggling to get [PS 65] for the children of our community."

City Education Department spokeswoman Melody Meyer said PS 108 Principal Constance Hahn was offered space at PS65 and funding for two prekindergarten classes, but turned it down.

"There are tradeoffs to any decision we could make," said Meyer. "Our first step was to consult with the nearby overcrowded elementary school."

Meyer noted enrollment has declined at District 19 elementary schools, with PS 65 and other area schools showing a 5% drop since 2005.

Advocates said Hahn turned down the additional space because she needed more funding - an estimated $300,000 - to run the programs.

"I'm disgusted - not at the charter school - but don't disrespect our community and tell us to settle for less," said Darma Diaz, of the Cypress Hills Advocates for Education.

Parents were not only angry about the charter school moving into PS 65, but charged the neighborhood doesn't have enough prekindergarten classes.

"It would be an awesome idea to have a pre-K," said Roseni Cruz, whose daughter Alyssa, 4, attends a private half-day pre-K program.
