N = a number between one and 10
x = negative if the decimal is moved to the right. positive if moved to the left.

Okay, so we need to move the decimal in the number 0.0059 to the right to make it between one and 10.

5.9

N = 5.9
5.9 × 

Since we moved the decimal to the right 3 times,
x = -3

5.9 ×
