It took me a moment to figure out what you meant!  You want us to solve this equation, right?

(x/4) - 8 < -7  =>   (multiply both sides by 4)

4 (x/4) - 4* 8 < -4 * 7 =>

x - 32  < -28 =>     (add 32 to both sides)

x - 32 + 32  < -28 + 32 =>

x < 4
