I would do C). Because .4 converted into a fraction would be 2/5 and .13 converted would be 13/100. So if u multiply the first fraction by 20 (to make the two have the same denominator) it would be 40/100 which shows that .4 is not less then .13. I think u still need to do all other parts, but hope this helped.
