Can someone help point me in the right direction?

Find the rate of change of the area A when h=3, if h is decreasing at a rate of 0.5 units/sec. Write answer as a simplified fraction or expression.

Again, h is decreasing at a rate of dh/dt = -0.5 units/sec. At h=2.9, is the area A increasing or decreasing? How do you know?
