I am confusion please help me understand

What im thinking is that you would actually add up. For example there is 2 dots at 12 so there is 12 two times which would be 24. There is only 1 at 14 so just 14. Two at 15 so 15 two times is 30. Lastly 16 there is only 1 dot so just 16. Add all those up and bam. (All those added up would be 84.)
