I'm going to answer my own question. (I did the test and got it right)
The answer would be Northside of town.

total people in the north: 15*220=3300
total people in the south: 22*175=2850

the ratio in the north: 26/3300 = 0.007878788
the ratio in the south: 33/3850 = 0.008571429

They said they want to open if the ratio is less than 0.008. Only north is less than that ratio so "Northside of town" would be the correct answer
