Why does it feel cooler at 90°F when the relative humidity is 30% compared to the same temperature and the relative humidity is 80%? Because the drier air evaporates moisture off your skin more easily.
Because the lower humidity brings down the temperature.
There is no real difference because the temperature is the same.
Because there is less air movement at 80% humidity.
