Funny question but it is the spirit Ra'va that carries the ability to bend all for elements. ... I believe legend says the Avatar is able to master four elements because of Rava, the spirit that resides in each reincarnation of the avatar and holds the bending arts that the lion turtles bestowed to the humans.
