Part 1: Banzhaf Power
1. Describe the weighted voting system if it takes a majority of the votes to win.
2. Find the Banzhaf power distribution.
3. Describe which players must be in a coalition to make it a winning coalition.
Part 2: Shapley-Shubik Power
1. Find the Shapley-Shubik power distribution for the same scenario.
2. Describe what players are pivotal and when.
Part 3: Analyzing the results
1. Are there any dictators in this system? Are there any spoilers?
2. Compare the Banzhaf Power Index and Shapley-Shubik Power Index for this voting system.
3. Do players 2, 3, and 4 each have the same number of votes?
4. Do players 2, 3, and 4 each have the same amount of power?
5. Is having “more votes” the same thing as having “more power” in a weighted voting system? Why or why not?
