3/2+×= -7/2 i. dont know how to solve for x i dont know the answer

So you have to get x by itself first, but you have to do the same thing on both sides in order for it to stay equal. 
3/2*2/3+x=-7/2*2/3
6/6+x=-14/6
x=-14/6
Simplify.
x=-7/3 or -2 1/3
