The general rule for a rotation across the x-axis is:

(x, y) ⇒ (x, -y)

we only change the sign of the y-component.

So:

C = (-3, -1)

then

C' = (-3, 1)

D = (-4, -3)

then

D' = (-4, 3)

A = (0, -4)

then

A' = (0, 4)

So the graph of the new figure is the one with the vertices A', B', C', and D'.
