Explanation:

Recall that a function cannot have any x input lead to multiple y outputs.

For example, if we had x = 0 lead to y = 3 and y = -1 at the same time, then we don't have a function.

In other words, we cannot have repeated x values. So all we have to do is cross off -2, 0, 1, and 3 from the list since they're already in the x row of the table. See the diagram below. This is to ensure that we don't repeat any x values.
