Because the perfume is sprayed as a fine mist. This exposes a lot of its surface area to air, causing it to evaporate quickly. That makes us feel cooler.

We feel cooler when we spray perfume on our body because the perfume requires latent heat of vaporisation to change its state of matter from liquid to gas and this latent heat is provided by our body. Our body loses heat as it gives its heat in converting perfume from liquid to gas. Hence our body loses heat and becomes cooler.
