Normally, an atom has an equal number of protons and electrons. So the positive charge (protons) and the negative charge (electrons) evens out. But electrons on the outer edges of an atom can be more loosely attached, so they can be transferred to another atom. When this happens, and an electron is lost, or transferred, to another atom, the original atom has a net charge.
