What does this mean?

I think it mean...hmm since a scientist is learning about the world and giving knowledge to the public he has to make observations and do test trials to see if something is 100% correct. I think this quote may relate to that. if he has infinite time, he can observe and test for a long time, and he would look, and look carefully at everything he may be studying or whatever he is surrounded by in this world. hope this helps!
